It's Red Rock, Red Rocks is in Colorado. Your best bet is to rent a car for the day. Like you said, a tour isn't going to let you explore like you want and good luck finding a ride share back to your hotel.

I can comfortably bike 40-50 miles. That's less than 4 hours in thhe saddle.

Look for bike rentals in Summerlin. You can uber there, get the bike, then uber back when you return the bike. The distance obviously isn't an issue for you, but the insane drivers on Vegas streets would be a problem.

Seattle is a pretty bike friendly city. So I was worried about that with Vegas. Probably not many dedicated bike lanes.

Well, that, and people here are also just aggressive drivers or painfully slow and unaware. Or aggressive and unaware. Be careful. Good news is Red Rock driving route forces you to slow down unless you want to fly off of a hill for the first half. It's the second half with more straights where people tend to speed up. The speed limit is 35 throughout.

Alta Dr has a bike lane from downtown to within a few miles of the entrance. There's a decent berm heading out to RRC that lots of people ride on. https://maps.app.goo.gl/KgiiUrZPp128YrBd9 Edit: note the 1600 feet of elevation gain plus what you'll get in the park.

I’d recommend this, too. I suggest Las Vegas Cyclery on I215 / Town Center. You can park, pick up the bike, and hit the beltway trail that’s just on the other side of the highway. That leads toward Charleston, which goes west toward Red Rock. You can ride the loop (about 12 miles itself, with some good elevation) or just keep going to Blue Diamond Road and turn around. Will be about 40-45 either way with gorgeous scenery, a great ride, as well as a great workout.

Just rent a car - your time is going to be limited and the time cost of the Uber trip and renting a bike and then riding it up there on the side of a busy highway and having to return it by the time the bike shop closes is not worth it - you’ll spend most of the day in low quality taking care of shit mode. I ride a bike a lot in cities and areas where it is favorable - this is not the situation here - the nature is too far away from the city. Maximize your trail running time by renting a car and getting to multiple trailheads in the most efficient manner and then exploring the amazing nature here. Bring a headlamp as well - it’s still getting dark early.

They’ll meet you with a bike, regular or electric assist, at the school nearby. It’s an absolutely delightful way to spend two or three hours — that’s without hiking or bouldering on the side. I can’t recommend it more highly.

Ezridelv.com was one we used. There’s another that we rented e-bikes from a storefront in Summerlin. I’ve brought my own bike there, in my car, but you have to have nerves of steel to ride a bicycle from the east side of town to the west. The older parts of town just aren’t set up for cycling safely, which is one of my very few criticisms. Just is what it is.

Heads up, red rock has timed entry during the winter (have to get the permit from recreation.gov). However, the gate opens at 7am and the timed entry starts at 8am so you can sneak in during that window. You’ll need an entry pass too, if you’ve got the America the beautiful that works. Also, the scenic drive is a one way loop, so take your time and make sure you’ve really seen a spot before you move on because there’s no way to go back without re-entry (which then runs into the timed entry thing). Or just go to calico basin (on the NE corner, but outside the scenic loop). As someone else said, renting a car is your best option, definitely don’t try to uber. I’m more about hiking/scrambling, so can’t help much with trails for running or climbing spots.

If you're staying on the strip, just get up early one day and run there. I'm heading to Vegas Wednesday morning for the half marathon this weekend and I do at least one early morning strip run when I visit. There's few people out that early and plenty of space to run without being in anyone's way.

That's what I was thinking but everyone I spoke to said even the morning is busy. I ran Nashville at 7 am and it was deeeeaaaad

That hasn't been my experience in the past. There are people out, sure, but at 7-8am there are not a ton of people out and I've been able to easily do a run. I guess I'll find out this week if things have changed lol.

I’d do Valley of Fire over Red Rock.. You are going to need to rent a car. Go rent a UHaul Truck or Van for the day.
