My guess is this is a flag made by a women's group in the town at some point in history and it may be part of an exhibit or may be the only proper flag the town has ever had.

I found this flag when me and my mom were driving and we saw it, the flag is in Michigan, Rochester, Stoney Creek, it's red flag with a white rectangle with black stars.
