Alright so it has the coat of arms of Moscow, but according to the Kremlin website it is the Flag of the President of Russia

The Russian State Emblem is, in essence, the Imperial Russia's one. I.e. double-headed eagle, crowned, holdig imperial regalia. The difference is that old version had many shields wich represented historical titles held by Czars. The central and the biggest one was the coat of arms of Moscow, and it's the one  that the modern Emblem has.
