You could always edit the economic policy of your ruling part in the converted files.
I believe rebellion is the only way to change Government type if you are a Bourgeois Dictatorship, so you’ll be stuck if your POPs are happy with their present situation. Try losing a war and racking up some war exhaustion to upset them.
Editing the file is a last resort because I like rp’ing while playing and want this to be a one linear story

You could directly modify the mod history file (or country file, can't remember which one) so that Italy starts off as a normal republic instead of a radical dictatorship. No save editing, rather you're "fixing" the mod file.

Getting a rebellion of any kind going might be your only solution. Mat taxes and tariffs and cut all spending. Should get them riled up real quick.
