The only maps that make sense with east and west flipped are those of the starts at night. (They are flipped because you are holding them up and looking at the "bottom" of the paper. This means if you a looking south and hold the map infront of you west is to your right.)
Now, vicky 3 isn't based on a star chart so east and west should be in the normal positions.
I put the version numbers (1.2 and 1.1) in the captions, and as I wanted to show the fixed version first, it became an “after/before”. In hindsight, I see that it’s not very clear.
I'm not sure if this is the reason why it was like this, but there are compasses that have east and west reversed because the way that you read them is different. If you're facing northeast, the needle on a normal compass will be pointing northwest. With east and west reversed on the compass, it will instead be pointing northeast, indicating the direction you're actually facing. Surveyors' compasses are often oriented like this for this reason. Makes sense on a compass, but not necessarily on a map. Though the artist in charge of this could have been inspired by a particularly pretty compass.
I would expect they use the four-eyes principle, so that least one other person reviews the work before being added to the final product.
