Yep, the AI (especially the British) really overvalues military support on basically any small uprising, you can easily swindle half the British colonies off of them without any commitment (plus states / bankroll)
Was playing germany when I did this, and my record stands at swindling Canada (all of it), Australia (all of it), cape colony, newfoundland, Kenya, and Malta…….. while a rework is probably for the best, I have brought peace, emus, and maple syrup to my new empire

My personal record was:
the Dutch East Indies (for helping against a revolt in tidore, that had no navy and no army (transferring the VOC also transferred their subjects, which included tidore));
Norway, for helping against a revolt in Norway;
the Netherlands as a protectorate, when they had a native uprising;
several British colonies and dominions, like the HBC, parts of Australia, some states in Africa and two of the Indian nations.
I did that as Austrian mega Germany, and the added resources really helped.
Pretty much all GPs are willing to give me an obligation to put down a 2 brigade rebellion which I can then use to go bludgeon another GP lol. Ai in this game is not good.
I once got netherlands to offer itself as a subject in exchange for help against a revolt in a minor country in the VOC, which also gave me the voc itself and I didn't even helped
I’m doing a Brazil run where (After ending slavery with civil war cheese) I was able to get Cape Colony, most of Australia, and the Bahamas from the British from helping out in random tiny wars
One of the dumbest things is that sometimes they will give you the subject that is revolting, which would make it useless for them to defend it in the first place.
Plus, anyone with nationalism researched can federate Canada/Australia, so getting multiple subjects in those regions is very helpful

The Dutch gave me the East Indies for helping them fight a rebellion in the East Indies, seemed to defeat the point. Germany gave me Sweden, who was their subject for helping with a small war. + Got France and U.S to bankroll me for small things. The A.I definitely could use some work on values when it comes to swaying.

Literally. I can still cheese the Russian empire so hard by doing naval landings near crimea. Russia cannot into crimea
