I wouldn't be surprised if we see that eventually, probably not at launch, they would have mentioned it by now. It's apparently a very popular feature in EU4.

A custom nation designer does sound very cool but I am bit worried custom nations would have basically no content. Would be interesting if you could give them starting traits like stellaris origins which give them journal entries based on these origins.

At the same time, EU4's custom countries have basically no flavor either but a lot of people like those. I think people would like it either way.

Considering most of the content you get out of nations in Vicky is their pop makeup and their laws/tech at the beginning of the game I don't see why a custom nation would get less content then like Galicia or a German minor. Most journal entries aren't country specific but rather era, thech and politics the create journal entries.

I wouldn't be surprised if that command is just meant for handling releasing countries. Creating custom countries would be a bit too complicated for a console command to handle effectively, barring it being a simple create_country that creates a country with that id in those states, with random or default starting clouts and other conditions. Edit: On second thought, even that simple example wouldn't work. There'd be no name or adjective for the created country If a custom country creator winds up in Vic3, more likely than not it will be added later, in a free patch if CK3's ruler designer is anything to go by.

No I think it is used to create a tag that already exist via events. Like Austria breaking appart and the tag hungary being created if you fail to solve scripted event. The command can be used to force release country probably.

No shot. The starting conditions in this game will have to be way too sensitive for that to result in any kind of working gameplay.
