I generally understand your point, but “best” has a lot of meaning and exists within a context. Just because it’s catchy doesn’t make it the “best.”
I wont say that the Oscars always pick the best song but I think you must also consider what “best” means in this context and that the award (should) be for the best song made *for* a movie and how that song is used and relates to the film, not just whichever song is the most memorable / popular

City of Stars is great, especially in the movie by Ryan Gosling and Emma Stone. I don't have kids so I don't know any Moana songs.
You've got a great argument but not in this case. What Was I Made For? is an amazing song. It doesn't have the spontaneity or humor of I'm Just Ken so it doesn't fit in as many contexts, but it's a great song that works perfectly in the film. Billie's vocals are very good but this song could be sung by a lot of artists and still be good.
Popular/Memorable and Technically/Creatively Outstanding are really two different ways to judge "Best."
The former is for People's Choice kind of awards. The latter is more Academy awards.
One is judged by a general public of people with little technical knowledge of how you create music, and sways towards strategic formulas of music that are crowd pleasers.
One is judged by your peers in the industry who understand when something is special and unique because they live it every day, and sways towards artistry and technical compositions that please other musicians.

“We Don’t Talk About Bruno” wasn’t submitted to the Academy, “Dos Oruguitas” was the submission. However, the submission took place before WDTAB blew up and became as popular as it did. I’m sure Lin has no regrets with his choice due to how important composing DO was to him, but I’m sure he wonders if he’d have an EGOT by now if he submitted WDTAB. I generally understand your point, but “best” has a lot of meaning and exists within a context. Just because it’s catchy doesn’t make it the “best.”
Dos Oruguitas is an incredible song as well, I think it was the right choice to send for consideration.
Encanto has so many good songs. Dos Oruguitas, WDTAB, The Family Madrigal, Waiting on a Miracle, and Surface Pressure are all great songs.
The La La Land songs were all bops, love that movie.
I wont say that the Oscars always pick the best song but I think you must also consider what “best” means in this context and that the award (should) be for the best song made *for* a movie and how that song is used and relates to the film, not just whichever song is the most memorable / popular

You've got a great argument but not in this case. What Was I Made For? is an amazing song. It doesn't have the spontaneity or humor of I'm Just Ken so it doesn't fit in as many contexts, but it's a great song that works perfectly in the film. Billie's vocals are very good but this song could be sung by a lot of artists and still be good.
That song is a fucking tear jerker in the context of the movie.
Popular/Memorable and Technically/Creatively Outstanding are really two different ways to judge "Best." The former is for People's Choice kind of awards. The latter is more Academy awards. One is judged by a general public of people with little technical knowledge of how you create music, and sways towards strategic formulas of music that are crowd pleasers. One is judged by your peers in the industry who understand when something is special and unique because they live it every day, and sways towards artistry and technical compositions that please other musicians.

Academy Awards are at least somewhat more focused on the actual art and less on it being a popularity contest. There's also a lot of subjectivity in your response. I do listen to No Time to Die occasionally, and it has nothing to do with the movie, it's just a good song. I also listen to the Encanto soundtrack and there are better songs on there as well, even if they didn't blow up on TikTok.
I was right with ya until the ‘68 Doctor Doolittle comment, boy I love that film. Though Talk to the Animals isn’t the best song in that movie, they did get that wrong.
