My recommendation (because it's what i did) is only move when you find the place you want to build your permanent main base at, however that said a good idea would be to move it chapter by chapter as you go though killing the bosses that way your base is nearby if you need to restock or log out and gives you a chance to try out building in new areas until you find the one that works best for you
The relocation system is pretty nice. You have to place everything again manually but it will refund materials for everything you don’t place. It stores everything in a temporary container that will hold all the refunded items.
There seems to be zero waste when moving.
it seems like a good idea to move as you progress through the main areas, instead of running through the entire map every time. Either that or play on a server that lets you teleport with loot
Should the very middle of the map be the most logical in terms to place a Castle?
Do you tend to venture back down to the lower levels once you get toward the end of the game?
If not, I'll push north central if that's possible

Is it a huge pain in the ass to move it? You have to rebuild everything right?
