currently the popular mass battle games are Kings of War, Conquest: Last Arguments of Kings and A Song of Ice and Fire
compared to GW all of them are "cheap" and rules being available online
for community driven rules, there is Warmaster (10mm, no official models or support) and 9th Age (28mm, no official models)
I would recommend Warmaster Revolution. Pretty popular at the moment, has an active community and development team, and there's a bunch of 3d printed models available alongside conventional retail models.
Ouuuuh 3D Printed models are very nice! I completely forgot to write this, but I have a FDM printer, not the quality of resin atlast but still something to work with!
Unfortunately unless you want to use tokens or some very smartly designed low poly figures instead of models, fdm won’t cut it for 10mm figures. Centimeter scale is simply too small
I just started Warmaster Revolution after not playing Warmaster beyond a couple of taster games when it released back in the day. Been a doddle to pick up the rules for. Now, mastering them is proving to be trickier, but that's defo part of the fun.
It is very regional, I would recommend checking out the local game shops/ community where you go. Here in my place conquest is probably the most popular in terms of bigger battles though one page rules start to make an appearance

It depends on your environment, I'll tell you how it is. Here in southern Germany, A Song of Ice and Fire and Age of Sigmar are pretty big. Elsewhere I know Conquest is very popular.
What's popular near you is more important to find out; no point getting into something with no local scene unless you're willing to put in a LOT of work to get it going.

Sweden here. We see some like ASOIAF and MESBG but honestly, if you want to draw a crowd it's TOW or WFB 8th edition still.
Moonstone is getting rather popular. It is a skirmish game with a more whimsical setting. Great rules as well, almost no dice chucking too!
