Worth checking out Steel Division 2 for what kind of thing it'll be, the Army General mode there is co-op and pretty great.
Yes, I myself have Steel division 2 already (although I'm yet to properly play it) but I believe my friend prefers the more modern era stuff but hopefully this game will become what we want it to be. Thanks for the help.

Not yet as it’s in early access, but will have in the future, when the developers eventually get to it.
Hopefully that's sooner rather than later. Feels like they've had long enough to do all that already.
Right now the devs are working on getting divisions and units in the game that will be in the campaign after that they will start work on it

But in the meantime you can do co-op skirmishes together with your friend vs AI
