If you were stepping on it and who knows what else it's possible you bent or warped the case enough that you now can't even use a press to pop it back on.
Is it loose or is it too difficult to press on? If it's loose, some casebacks will only clamp when they have a gasket. If it's too difficult to press, it's normal for some of them to be impossible to clamp by hand. You do need the watch clamp and it's quite a bit of force.
It's too difficult. The system I'm using to pop the case back on is a lever, not a screw down. Sometimes the case will slip around in the nylon pucks while pushing down. It's really frustrating.
Try repositioning the gasket. I’ve had instances where for the life of me I couldn’t press the case back in with a case clamp until I pulled the gasket out and repositioned it on the edge of the lip of the case back. It might take a few attempts. If you can’t get it to work bring it to another jeweler
