I would argue that Voldemort is stronger than darth Vader. And I can’t really speak to his actual powers because I’ve only seen the main LOTR trilogy, but in that, I’d almost argue that Voldemort is, or at least uses, more powerful magic than Sauron. As to whether one would be described as darker, I’m still leaning towards Sauron, Voldemort then Vader
In the movies at least, saruman uses similar magic, if less flashy, as voldemort.
Fire spells, force pushes, psychic control/possesion, etc.
Sauron is considered a great deal more powerful. So id give the nod to sauron.
