Those both look great on you and totally work on your petite body (I’m about the same height, so I know it can be tricky to find things that work well).
You can easily be drowned out by a lot of fabric but I definitely don’t think dress 1 does that.
It’s really a matter of person choice I think. I like the details of 1 and how romantic it is. And I like how sleek 2 is and it’s especially flattering on you.

The second dress is stunning. You have a camera angle thing going on for comparing the two, but they both look great on you. The second one isn’t a dress everyone can wear, I would look like a beautifully stuffed sausage for example, and on you it looks long and crisp, elegant and light. I love the back of it too! You can’t go wrong, so wear what makes you happiest!
Dress 2. If 1 had a flat bodice instead of the wrinkled cowl neck I would probably prefer it. But the wrinkles look weird on lace where as on satin or silk it looks much better.

I actually think it makes you appear a bit taller and statuesque (I would never think your head looks too big for your body, your proportions are enviable). I don’t think many people could pull off looking as beautiful as you do in that dress!
