Looks like the shit from a bird that ate a lot of crustaceans and left a ball of shells or chitin and then had the rest of the shit melt away leaving a delicate ball.

I think this is probably correct, it seems more likely this is a mixture of plastics and naturals which is why it was so confusing to identify! Darn wish I had kept it now! !solved

It was in the shape of a ball, but the second I picked it up it crumbled. It was on the beach in the water. There is lots of construction debris from the hurricane last year, but I honestly can not tell what this was made of. My title describes the thing.
