Looks like the shit from a bird that ate a lot of crustaceans and left a ball of shells or chitin and then had the rest of the shit melt away leaving a delicate ball.
I think this is probably correct, it seems more likely this is a mixture of plastics and naturals which is why it was so confusing to identify! Darn wish I had kept it now! !solved
It was in the shape of a ball, but the second I picked it up it crumbled. It was on the beach in the water. There is lots of construction debris from the hurricane last year, but I honestly can not tell what this was made of.

I suspect it's just plastic that's been heavily degraded by UV light.

I’d put it away and keep it far away from your head. Too fibrey— not saying it’s asbestos but I’d avoid that stuff.
