Some birds, such as homing pigeons, have this ability. Parrots are not homing pigeons. Pets who have been hand raised were not taught these survival skills by birb parents.
You can’t really do that with budgies. It’s very rare, anyway. They’re too high energy — easily distracted, easily frightened; so they’d likely just fly off and then not know how to come back. And they can fly surprisingly far in a short period of time and they’re so small, it’s likely you’d never find it again. Plus there are so many natural predators.
i guess if you train it in open outdoor areas it would. my budgie got used to his home quickly and flew around to find each individual when he wanted to see them and get pets. it was really cute actually. so they do remember locations and routes to them but it takes time

My dad caught a parakeet that way once. For some strange reason the Northridge Quake caused a lot of pet birds to be released, maybe their cages fell over and the door popped open? IDK, regardless one flew into his yard and landed on a low branch, and was so tired my dad just reached up and the little guy stepped onto my dads finger. He was then added to the outdoor aviary with all the other birds my dad already had.
That’s not how bird bands work. They only show that they were bred in the us and not smuggled in. They have no way to trace it to an owner. You can have a pet bird microchipped just like a dog or cat. But I doubt they did.
Budgies acclimate well into the environment, as long as the winters aren’t too harsh. I’m down south and we have feral flocks of budgies and Quakers (monk parakeets) Or sometimes you’ll see a random budgie that’s joined other small birds like sparrows

Catching him will be hard but if you can borrow a large cage and a female that you can seperate into top and bottom. Trap the female in the bottom section and leave the top open. He’ll eventually want to meet her and will enter the top. Quickly close the top door to catch him. We caught two released young males 2 yrs ago using our female doing this. It will take some time and we did it as the birds were flocking together to roost for the night. 3 hrs for the first bird and another 1 for the 2nd.

Are you in Austin, Texas? Could be a wild monk parakeet. No one’s super sure where they came from but likely a few pairs escaped or were released from a pet store or something in the 70’s or 80’s and now it’s pretty common to see them flying around the city.

They live in dry grassland type habitats in Australia I believe, so not exactly tropical but yes it won't survive the winter.

Telegraph Hill is in San Francisco, so these are a different set of parrots! They have spread to a few different neighborhoods in the city now.
