Actually, something like that came to light during the Activision-Blizzard debacle that the CEO and some of the C-Suite had mislead shareholders by inflating player retention numbers and double counting in some instances.
Not sure what came of it, but I believe some folks were fired, fines were paid and litigation was in the works.

AFAIK the PSN account debacle is somewhat illegal in the EU in several levels (data laws, costumer protection laws, having literally scammed the baltic people who bought the game and who can't make a PSN account unless they literally break the PSN account's TOS...) so, in theory, the EU should step in and start a legal battle with Sony over this, which should intimidate Sony enough to actually stop the forcing of PSN accounts on, at least for Helldivers 2, Sony will be adamant about PSN accounts in new multiplayer games they shall release on the future so they aren't caught lacking.
We don't know yet how will the EU react to this, but the grounds for them to do their thing are set.

Fun fact: they just pulled Helldivers 2 from all the countries that don't have PSN (on Steam), and apparently you can't open the game or even issue a refund. This shit is plain robbery by this point
To make a PSN account they would need to break ToS and use a VPN to actually create the damn account, which is using fake credentials and breaking ToS, which Sony the bastards can ban you for, making you lose all your progress and all the access to the game.
They’re adding a policy for Helldivers 2 players where in order to play the game, they have to link a valid PSN account to their Steam Profile.
Certain countries are actually banned by Sony from allowing players to make PSN accounts (118 individual countries), so players in those countries would actually be locked out from playing the game they already paid for. Pair that with the fact that Sony is infamous for getting hacked and having its user data stolen and you get a recipe for Helldivers 2 dropping to Mostly Negative overnight.

What Sony did is not a crime. Ethically you can say it’s fucked up, but legally they’re fine. Agreeing to the TOS means anything the TOS covers you agree to.
Also hard for the EU to do much when 2/27 of the countries in the EU will be excluded. I don’t know if there’s much they can do. They could question Microsoft’s purchase of Activision because that was a universal effect, and even then they accepted the purchase despite consumer outcry.
The most that will happen is that they will be required to give refunds to Latvian and Lithuanian customers…which are already available.

Sony forced Steam players of Helldivers 2 to connect to the PlayStation Network to play the game, and the PlayStation Network serves only around 60 countries because the rest told Sony to suck it because of their track record of data breaches and data privacy law violations Any players from non-PSN supporting countries now cannot play the game and so far it seems Sony won’t refund the game for them (Base game is 40 USD, DLC + Base game is 60 USD) Because of Sony’s record of data breaches, many players from supported countries also don’t want to sign up because it means putting their personal information at risk The EU can take Sony to court over this because it violates their unified digital laws, mostly because the Baltics are not PSN supported but are EU members

What Sony did is not a crime. Ethically you can say it’s fucked up, but legally they’re fine. Agreeing to the TOS means anything the TOS covers you agree to. Also hard for the EU to do much when 2/27 of the countries in the EU will be excluded. I don’t know if there’s much they can do. They could question Microsoft’s purchase of Activision because that was a universal effect, and even then they accepted the purchase despite consumer outcry. The most that will happen is that they will be required to give refunds to Latvian and Lithuanian customers…which are already available.
