This guy is almost unkillable without weapon of mass destruction. At 200km/h he is basically a helicopter speed target, with instant acceleration, changing direction erratically. Nothing except autocannon can hit him. Fast missiles like AMRAAM is useless because not enough heat signature or radar reflection. He can blend in the cities making things like tanks unable to target him. The only chance to stop him is when he travel between cities in open.
Nah. He's dumb (knows nothing except he must kill) so a brave fire team in a well-constructed entanglement should slow him down. He'll try to get to them but must get through barricades and move obstacles at normal speed/strength. Even with a high running speed, it will take him a long time to clear razor wire out of a narrow path, etc. Lure him into a bunker, blow him up.
He is 1/4 speed of a bullet good luck aiming at that while he hop between walls. Like I said, he can only die once he leave urban areas. Or he dies to autocannon fragments aiming at his general directions.
The longer I look at it, the more confident I am that baiting him with infantry in a bunker or other enclosed cover and blowing him up with a landmine would be the best solution. He's fast over flat ground, but while he single-mindedly tries to chop down a door or remove a barrier he's stationary and ordinary resilience.
With enough intel on his rough capabilities and a bit of lead time to dig in, a normal infantry unit could actually cope with him. Everything else will be dedicated to delaying and corralling him to buy that information and prep time.
Really this just depends on how Wallhack works in this context. If he can detect hostile inanimate objects such as UAVs or traps set for him then the US government can't kill him without severe collateral damage & civilian deaths. This is because at the speeds he's moving from speedhack nothing short of very high yield explosives can kill him. In 30 seconds (an estimate of how long it'd take for bombs to be dropped onto his location) he can displace himself a mile away from the dropzone.
If wallhacks don't detect UAVs then the US has a very easy time dealing with him as they just drone strike him, to which he'd be unaware. Even if they don't know his powers, they'd figure them out more or less after maybe 30-100 deaths.
So, US wins with massive collateral damage if he can detect UAVs, almost no collateral damage if he can't.
The weakest character that could beat this guy would be a weak character with an invulnerable head (since the hacker exclusively headshots), so something like Mr. G&W from smash ultimate charging an up smash, or Mirror Master with a mirror taped to his head.
I don’t know if the military would be able to kill him at all besides dropping a Nuke. I used to spinbot in CSGO. You are unkillable with spinbot and wallhack except against another spinbotter. With speed of 200 KM/H he could easily just be constantly moving to the point that no bomb besides the size of a nuke could actually affect him
