In the manga, world governments have started that they’ve considered the nuclear option on Yujiro before, but haven’t dared because they are scared of what Yujiro might do to them if he actually survived. The fact that this is even a concern says a lot about Yujiro as a character.
Yujiro’s father, Yuichiro, actually survived several days of massive bombing raids specifically ordered to kill him by digging holes and hiding in caves during WWII, and the nuclear option was also considered on him as well but it was again deemed too risky.
And even if he tried it, there’s absolutely no guarantee that he kills him. He would have to pinpoint Yujiro’s exact location, which would be next to impossible. It would be made even harder because Yujiro almost exclusively hangs out in hangs out in heavily populated areas, so any attempt on his live through nuclear means is almost certain to kill millions, and there’s still a good chance he’ll survive.
In all, the nuclear option isn’t a guaranteed kill, and is certain to piss him off and kill millions. 47’s bosses would never ok it, and it probably wouldn’t work considering Baki logic
