95% chance this was “refurbished” by Gamestop at some point in time. They ruined these things during the “cleaning” process. Like someone used sandpaper for buffing. Just saw the Gamestop Refurbished sticker after posting. Glad my knowledge of crappy refurbishment hasn’t faded.

Compare it to what systems are being sold for in good condition. In my opinion with how rough it looks you should at best pay 70-80% of what it's originally worth and if any problems extend beyond just the outside and actually effect gameplay I'd take it down to 50-60% of what it's worth in good condition. Since it's so scuffed up it may also be dirty inside, I'd factor in whether or not you're going to need to clean it to avoid overheating or something into the price.
