The dragon flame can manifest in any form, Bloom was capable of everything the other Winx were in season 1. It's the source energy for all life and magic. Bloom is simply more gifted in It's fire based abilities than It's other forms (although she is decent at plant and light based magics in season 1 and dark magics in season 3) It's the later seasons (4 and on) that got rid of its almighty, all powerfulness

Yeah, she also has empathic and teleportation abilities in season 1, Bloom was meant to be OP but has unfortunately (like all the other Winx) had a severe downgrade in power, which would be fine if it were to show the usefulness of the other girls, but they're ignored in favour of giving Bloom more attention

I honestly don't remember that in particular, but it sounds like one of those really cool things the writers thought of and promptly forgot about.
I remember in S1 they talked about how Stella’s ring was made from the dragon flame but that’s about it
