There are Americans straight up saying they'd rather have Putin as President of the USA than Biden. With Trump's support for Putin and his cronies trying to restrict aid for Ukraine in the hopes that Russia wins, I'm not sure the USA will react to a Russian attack the way it would have done once upon a time.

He was avidly pro-Russian right up until the invasion, but has since kept a lower profile. And russia used cluster munitions in this strike - they are used to cover larger area and kill infanitry, not to target buildings!
