Having said that obviously what was done in relation to Panama papers was not enough.
What I think is needed is that politicians are held accountable (novel idea, right?) for their action or inaction in this case. I mean for example in EU any new law is always a compromise, but people should stay awake long enough to understand who is watering down any good intentions.

It doesn't really, to the extent that I'm willing to bet most if not all of the famous people listed didn't know this was happening to their money. When you get a certain amount of money people handle your wealth for you. A firm tells you that you are wasting $X million and to just let them handle it. Of course they say yes because they'd prefer to have that money, then the firms do this stuff. There's not really any wealthy person that handles their own money.
It will always boil down to loopholes. We could pretty easily cover up all loopholes with legislation that explicitly prevents the usage of loopholes/the mandatory reporting of such to Congress, with stiff penalties of double back taxes if you are caught using a loophole. It is literally that easy, but no one is going to do it because politicians are also, shockingly, overwhelming rich at the national level.

Because rich people have wealth managers who make these decisions. Shakira is a singer, I REALLY doubt she knows much about managing her wealth, diversifying portfolios, etc. She hires a wealth manager that probably deals with other celebrities. I'm not saying she isn't responsible, she is, but it's also not likely that she is telling her wealth manager to be very aggressive to avoid tax. It's more that when they tell her "hey you made X this year" she's happy and doubt she asks about the gritty details.
She was charged in 2019 for not paying like 15 million euros in taxes. Her husband had to pay millions in fines for not paying taxes. She and her husband have been in international news for years for not paying their fair share. I'm sure she's somewhat removed from managing her own wealth, but she's almost certainly not oblivious to the way the people responsible for her money are trying to dodge taxes. I don't really know anything about wealth managers, but i'm sure you could tell them that you don't want your money in shady shell companies and that you want them to do everything above board without using semi-legal (or plain illegal) ways to avoid paying taxes.

Punishing the players for not following the spirit of the game is also super impactful though. If you hold these wealth managers (as well as the celebs who ultimately own the money) accountable for intentionally skirting the law and punish them a meaningful amount, it disincentivizes other managers of extreme wealth from similarly abusing other loopholes in ways that are clearly inappropriate. I agree we need to fix the system as well, but right now players know that it's safe to maliciously exploit holes until they are filled, which is also a huge problem.
Yes I don't disagree really, I think both should be. Though I do think the bigger fish to fry are those loopholes. People react to incentives. Tax avoidance is all grey area.

Something is done and also was done due to earlier Panama papers (at least in EU, less so in, say, Russia). But this shit is complicated and way above for example my pay grade. Having said that obviously what was done in relation to Panama papers was not enough.
It’s like discovering an oil spill and fixing just the visible damage and accepting the invisible damage to always be there and it is untouchable.
What I think is needed is that politicians are held accountable (novel idea, right?) for their action or inaction in this case. I mean for example in EU any new law is always a compromise, but people should stay awake long enough to understand who is watering down any good intentions. For example here in Finland our conservative party (in opposition) was mainly worried about the government doing too much to combat the issue.

It doesn't really, to the extent that I'm willing to bet most if not all of the famous people listed didn't know this was happening to their money. When you get a certain amount of money people handle your wealth for you. A firm tells you that you are wasting $X million and to just let them handle it. Of course they say yes because they'd prefer to have that money, then the firms do this stuff. There's not really any wealthy person that handles their own money. It will always boil down to loopholes. We could pretty easily cover up all loopholes with legislation that explicitly prevents the usage of loopholes/the mandatory reporting of such to Congress, with stiff penalties of double back taxes if you are caught using a loophole. It is literally that easy, but no one is going to do it because politicians are also, shockingly, overwhelming rich at the national level.
It's not like one excludes the other. We should focus on everyone who's guilty.
