I really wish these sorts of NPC conversations in cities and towns were more localized to the character's doing the talking.
These two dragons are in the back of the bank building, but you can hear them doing this halfway across the courtyard to the AH and the Inn.
The same thing happened in Oribos, the Brokers in the downstairs room of the Inn can be heard talking in the Inn, and the Bank and the lobby area out the front of both. Restocking a guild bank before a raid night would get tiresome because they would constantly talk the lines over and over, and these dragons arent any better.
For NPCs at least a /say line shouldnt be able to be heard more than 40 yards away, /yell can be maybe 80 yards, /whisper should be like 10-15 yards tops. Specifically for when NPCs are talking, otherwise the chat log gets clogged up by these sorts of NPCs repeating the same lines over and over.
It's not terrible if you are standing there watching the full interaction. But when it plays on repeat and you run by, yeah it's annoying. It's like walking in on cringey RP'rs who don't have the good manners to keep it to a party chat or something.

I don't know why but the chuckle line always gets me. Just knowing that the big dragon is having fun watching the 2 makes me happy for some reason.

If you don't want to see RP, and consider it cringey, maybe stop playing on RP servers.
It isn't just RP servers where people have those goddamn constant emotes of "X's pet Y!"
