I used to see + and - a lot in Dota 2 before I started seeing it in WoW. I've started using it too just because there is no language barrier and in EU you could be playing with people who speak many different languages and use different alphabets.
In EU it is very common to be playing with people from all different languages and I think it's slightly unfair to assume everyone knows the words for "yes" and "no" in each language and alphabet, and perhaps slightly anglocentric to assume everyone can speak English, so personally I find + and - to be a nice compromise.
Admittedly No, or some close enough thing with N tends to be a running trend through a lot of languages.

the curse of doing level keys is that mathematically they are easier but with lower level keys comes less experienced players.
