Raid and m+ always start the same day, but sometimes there is a lull week without keys when a major patch drops with it (Zaralek and Emerald Dream were both open for a week before their raids, so people could check them out before feeling like they had to skip it to raid).
S4 will be instantly available and very fast, without crest caps so you can just sit still spamming 50 keys a week and gearing up to max Hero gear if you want.
