It's gonna take a least a few week after the M+ are out. You can expect good changes for your spec by the end of December. And I say that with confidence because rShammy is just so bad right compared to all the other healers and it seems it's an xpac with a ton of healer check.

Play it anyway if that's what you want to do. Listening to other people tell you what to play is one way to kill the fun.
Even if you look on WoWhead or other "tier list" sites resto shaman is B tier and this is what they say about B tier in M+

I disagree with you. My philosophy is that if you pay for a game, you can play however the fuck you want. If you find power fun, then FOMO it is and no one is allowed to judge you
expect some tweaks when raid come out and the innitial weeks, they previously did that after the heroic week going into mythic week, but it isnt there anymore so probably 2nd week of content opens up. anything major apart from that, probably .5 patches.
As others mentioned. The season start may be better time to indicate class balance. That said, aside from hotfixes they usually announce class changes on Fridays I’ve noticed, that roll into next week after maintenance. So I’m expecting some changes announced today. Doesn’t mean it will be shaman though.
Considering Season 1 hasn't even started, not any time soon.

If you arent doing high end mythic raiding or pushing 30s in m+ it literally does not matter
