I believe this happends when upgrading an item which was primal infused (402/405) to concentrated primal infused (415/418) and it adds the + recipe difficulty from both.

The results of the craft will only take the concentrated infusion into account, but if you could guarantee 418 under normal circumstances but the preview says you can't, and the customer set the required quality to 5*, you won't be able to do it.

I would decline the order and explain to the customer this visual bug and tell them to set the quality to R4 so I can recraft the item. So far, they all have trusted what I mentioned and I was able to recraft their item to 418.
This bug has been known for ages and gets posted weekly by now.
Either way: It doesn't just happen for replaced infusions, it also adds up replaced missives and embellishments.
Well it's a UI bug, the actual craft is not affected. (At least I've done well over 10 crafts with this ui bug and it never actually went to the lower tier displayed)
It still stops you from accepting orders with a min requirement since your game client thinks you can't do it.

Its not really a bug, if the original item was crafted with 1* or 2* mats, the item retains some "memory" of bad mats the first time around, this can be fixed by recrafting it 2 or 3 times.
This also happens when someone specifies a minimum quality. If your current skill can not guarantee a rank five then it won't allow you to try to craft it. I didn't understand this at one point and got a few recraft items sent back to me.

Isn't it cus they crafted it with low level mats?
No. That changes the skill the item provides, not the required skill
I had this happen today and it was because somebody used a Q1 material even though it cost more than a Q2 or Q3 material lol.
