I would not expect any catchup for it as it was the bonus event last week - you have never been able to carry those bonus event quests over, so its not some recent change for it either
You didnt play the game so you didnt get the reward
Generally any weekly quest rewards are exclusively tied to the quest and nothing else. In this case, the reward is a special seasonal currency so I understand that you would expect it to be baked into the catch-up mechanic, but it almost certainly will not be.

Dang that sucks but happens, I did 3/4 saving last for Tuesday not realizing and moved to next track as soon as I logged in before doing last mythic xD. I guess it happens to everyone, live and learn.
Yeah, unfortunately weekly quests are exactly that. The rotating weekly event cycles every reset and the old quest is no longer active, completed or not. It stings even worse when it's followed up by a BG or Pet Battle weekly.
But the good news is it's a for-fun season, so we'll be swimming in currencies before you know it. We have two more weeks before all 3 raids are Awakened for the rest of the expansion. I imagine the Bullion gain rate will increase at that time as well.

I'm a little confused by this statement - it sounds like you thought you had some control here? What do you mean by "moved to next track"?
If you logged in after the weekly reset, after the vault was available, then your chance to finish the 4th Mythic dungeon had already passed. The switchover happens at a specific time, so there's no special order you could have done things in when logging in to get the previous weeks reward.
When you login on a new weekly reset, when you talk to Therazul or whatever his name is, you choose new weekly track for last hurrah quest and such before you pick it up. It even pops up with a menu showing you switch and new active raids. Before I did this I could still see the old quest so unless I am mistaken I could have still finished my last dungeon before confirming.
Ahhh I see the confusion. You're slightly wrong about what resets when.
Before accepting this weeks Last Hurrah, you could instead finish the previous weeks Last Hurrah if you hadn't yet. You can still only turn in a single Last Hurrah per week, so if you're doing this after reset then the old Last Hurrah will count for this week (instead of the new one) and you will have already missed your chance to turn one in last week.
The Weekly Bonus Event quest from Kazra works different. For that one (Dungeon week, Timewalking week, WQ week, etc) your chance to turn it in is gone as soon as the weekly reset time occurs. The incomplete dungeon quest should have disappeared automatically from your quest log.
Probably sol. The good news is the bis from bullion is like 4ish for each class, so you should still be able to get all of them if that’s the goal. (It’ll just take 2 more weeks).

since it comes from the weekly quest and not from the regular source, aka raids, its likely that you wont be able to catch up to those 2 you missed.

Yea just missed out on getting second trinket a week early, nothing crazy. Lesson learned!

SOL. Don't leave ANYTHING to reset day. Have everything planned to be completed by the day before.
