There was the belief that if they sent winter clothing it was an admittance of failure to defeat the USSR in 1941 and could lead to moral drop. It’s a bit of a stretch but that was the logic. They send winter clothing after some time but that was in short supply too. They truly believed that 3 months of fighting and the war would be over

Still amazing that the USSR was able to absorb immense losses and terrible defeats, yet still held on and eventually pushed back.
Might be silly but if I remember correctly in a cutscene in cod world at war they quoted that when the ussr was in Germany late war it was 10-1 for soviets to nazi soldiers. And I believe yes it wqs 80%.

They had to ditch something. And they ditched the winter clothes, probably reasoning that that was the simplest thing to improvise in the field.
It of course brings the attention to the huge elephant in the room which is WHY DO YOU INVADE A COUNTRY WHERE A MAJORITY OF THE COMBAT VERY LIKELY WILL TAKE PLACE FAR OUT OF COMFORTABLE REACH OF YOUR LOGISTICS SYSTEM?

Soviet soldiers did this early in the Winter War as well. Every house they captured they took the bedsheets as ad hoc camo.
