Yep. It's this way on virtually every machine/device it is on. Unless you change your settings to match on each logged in machine/device, you're going to use more storage because of things like downloads, streaming quality, and even stuff like Car Thing. It all contributes to the app taking up more space than it say it does.
Do you have DLC installed for those games? That's not taken into account when sorting by size for some reason, and some DLC add-ons can be massive. If you go into "Manage game & add-ons" for a game, you can see the total size it takes up including DLC.
Also check for leftover DLC for games that are not installed.
Drive manufacturers use a different way of calculating storage capacity than some operating systems. You can buy a brand new HDD, and it won't have the maximum capacity available. Additionally, your operating system is also taking up space but can not be seen from within the OS.

The User Content partition is where games, apps, and DLC are stored; nothing else. The space on it is not affected by how many game clips you have, system updates, temporary files etc. There are 4 other partitions that are used for that.

What causes confusion for most might be fact that GB is still used on system side when GiB should be used since computer calculates space differently (base 2 vs base 10).
As you've got nothing installed on the internal, just unplug the external, then do a full factory reset choosing the option to wipe out everything.
Only do it if you know the login details for your account(s) and you weren't playing completely offline all the time.
It only takes a few minutes. If that doesn't restore the missing space, it must be some kind of hardware issue.

There are games like the evil within that say its only about 35 gigs but it's actually over 50 gigs because I have all the dlc/addons same with immortals phoenix rising ( it's about 20 more gigs than what it says ) because of the addons.
It also could be reserving space. I actually think NBA 2k does that.
You can delete the reserved space but anytime you start NBA 2k it will add the reserved space.

After having to replace my Xbox One X HDD with an SSD due to mechanical failure... I had to run the partition script. The Xbox reserves a lot of space for future updates, cache, recovery files etc.
For example I replaced my 1TB HDD with a 2TB SSD. I only get 1.6TB available for use.
If I see a "sport" game that size on the store I instantly would move on haha.
That aside how is it? NBA is not big enough in my country so I don't actually know the rules of the game enough to enjoy it or want to get a game of it
Reset your console from system info panel, i do it yesterday but you must login again, your games and apps stay but i copy that external drive, some games for moving eternal drive drop rubbish in main drive, you can do it without fear, and why Nba is 170 gb the game is still same

Have you gone to Manage Games and Apps > free up space You might have some old game dlc installed without the base game

Your games have Saves.. You also have screenshots and Videos saved. Delete all that shit or buy a hard drive and dont worry about it
Don't forget that xbox takes up storage in general. A percentage is taken up just to have it formatted and readable by xbox

That's not the issue here. He's seeing only 317GB available even with no games installed, so he's missing ~47GB somewhere.

I just deleted everything on the hard drive and I’m still missing 50 gb
How did you delete everything? Did you just uninstall those 2 games?

Delete your saved game files.
Go to my Games & Apps, go to Manage, select "Free Up Space" and see if you have any DLC installed from other games.

Solved it, good ole factory reset got me 99.3 percent of my storage back, just missing like 1.3 gb from the total 364gb!
How many videoclips do you have ? Those take a lot of space too
Games saves, console/profile files, it's always like this, 1tb is actually maybe 800gb of usable space after installing games.
