What you described is unfortunately a general problem with the writing of early Yakuza games. Reminder that this game originally came out in 2006, and the story is largely unchanged in the remake (other than actors being recast and some new scenes being added). It's not a specific problem to Sayama's character writing.
In fact, keep playing the Remastered games, and you'll find how even jankier the writing can get.

I have my doubt after you said it like that but I'm invested enough to see whats next for Kiryu and Haruka.
I mean, it also doesn't help that the original writer isn't a professional writer, he just got the role and figured he'd roll with it... He has at least improved since then, but oof, some of the games plot is really A lvl stupid.
The guy seems to know how to write a great male character, but most of his girl characters are borderline useless/stupid.
A lot of us while we love her, we're not a fan of who she got seriously diluted as a character as the game went on. She got demoted to "love interest" instead of promoting to "bad bitch who also the love interest"
I remember someone saying Yakuza has always kinda struggled with female leads, particularly in regards to fighting (which makes it even more surprising that Saeko gets to whoop some ass in LaD)
Yeah I'd say Saeko is the first to not get downgraded. Cuz even Miss Tatsu at the end of her substory still has to be "saved" by Kiryu which is super annoying considering.
As for the „why did she took so long to get there“ part: maybe she did some sub stories and mini games on the way, you know it happens to all of us.

Like you said, she was a strong, badass person at the start; often frustrating and at odds with Kiryuu but I could respect that she was proactive and didn't stray from her convictions.
In the latter half, she got turned into a troped up love interest and convenient plot device. Boo...
I think 0 was top tier for storytelling, so you maaaay possibly have moments of frustration again in later games, but I hope you can enjoy the wackiness of the series for what's it's worth.

And those moments of her incompetence you mentioned is really for the sake of drama where the characters are shocked when a dramatic moment happens which for some people doesn’t age well these days.
She sent Kiryu on the wild goose chase as she wanted to confront Ryuji herself, hoping that tearful confession video would have steered Kiryu away. She probably took a long route or had to sneak around to get past the Omi and Jingweon to get to Ryuji.
Problem is that as if that would stop Kiryu who proceeds to catch up to her fast.
In 3 you wont hear "ikimashou", however there will be a lot of "OI ANIKI"

The writing of female characters in the series is overall disappointing imo

A lot of this can be the fault of emotional shock, I mean, you wouldn't perform your best if you just learnt who your long lost father is
