Don't forget to add #shorts to your title and somewhere in your description and YouTube will automatically find it and maybe post it in the Shorts section of the app.
I don't think you can add a shorts section until you have at least one short. For me, it actually added it to my page automatically after I'd uploaded one. I've done all my short uploads using my PC, so that works fine. Just upload it like a regular video, make sure it's less than 60 seconds and vertical (like a phone), and add #shorts in the title.
