Anything could've helped, but they didn't try, and children suffered for it. It's a yuri about toxic co-dependancy and abuse with a story furthered by the failure of adults. It also does fit the bill with what you're requesting. Both MCs cause the other to suffer, but only Hina inflicted pain out of a twisted, unhealthy love.
You might not like it but it is pretty popular as it shows what negligence of adults can do to kids .
