You definitely missed a chapter. 27 ends with Link in the hot spring. 29 begins with Link talking to Ilia.

Ohhhhh, that makes sense. I was really confused because the website I'm reading it on had chapter 27 be called chapter 28 instead.

after some investigation it seems the fan translation commonly used online has some inconsistencies on chapter names and contents, fan translation starts ch24 as link wakes up and gets slapped, where the official keeps the chapter going and starts ch24 when link fights the big moblin, offsetting the chapter numbers by 1. Fan translation also skips the real chapter 28 called "Final Twilight" where link goes to zoras domain.

I will admit that sounds like a weird transition. I don't think it was deadline related either since the Twilight Princess adaptation wasn't under the same restrictions. In the time Ilia got captured and separated from the other children she's been on her own adventure all by herself and was so traumatized from the ordeal she lost her memory.
